In Tuesday's Thread, the woman who writes the rulebook for every programmatic bid request said two things in the same hour.
The first: "It's important to note Tech Lab doesn't have enforcement power."
The second, about the streaming inventory your budget is chasing: "If you are accepting only a deal ID and not an app bundle ID, and not absolutely requiring an app bundle ID, you could think that you're buying from a perfectly legitimate seller and it's full fraud."
Put those two sentences side by side and you have the CTV market. A rulebook with no cops, and a loophole the rulebook's author can recite from memory.
The part nobody puts on a panel is that every file you need to catch it is public. The app's authorization file sits at a public URL. So does the exchange's list of who it pays, and so does the app store listing. The bid request already carries the fields. The checks are free. Nobody gets paid to run them.
